The HIPAA Compliance Handbook provides a discussion of the Administrative Simplification regulations that implement provisions of the Health Insurance Portability and Accountability Act of 1996. The Handbook describes the transaction, privacy and security regulations in detail and addresses issues common to all three, as well as issues unique to each. In addition, it addresses issues specific to employer-sponsored group health plans. A special feature of the Handbook is the "State by State Guide to Medical Privacy Statutes."

Patricia I. Carter, J.D advises health care providers on HIPAA and other privacy and confidentiality laws, Medicare and Medicaid reimbursement rules, provider licensing, compliance programs, medical staff issues, provider contracting, and other regulatory and corporate law matters. In addition, she has advised employers and health plans on ERISA, HIPAA, and other health plan and benefits issues.

Ms. Carter is a frequent lecturer and writer on the HIPAA privacy and security regulations. She received her J.D., magna cum laude, from Hamline University School of Law, and her B.A., magna cum laude, from the University of Minnesota. During the preparation of this book, Ms. Carter was a partner with the law firm of Gray, Plant, Mooty, Mooty & Bennett, P.A., in Minneapolis, Minnesota, and a member of the firm's Health Law Practice Group. She recently joined the law department of a large nonprofit health system.
