Choking hazard prompts Target recall of toddler boots

By Susan Lasser, J.D.

Affected Cat & Jack brand boys’ and girls’ boots should be returned to Target for a full refund.

Target Corp., of Minneapolis, Minnesota, has recalled approximately 122,500 Cat & Jack "Himani" and "Jaren" Toddler Boots because the toggle on the boot can detach from the elastic lace, posing a choking hazard to children (CPSC Recall Notice, No. 21-021, November 4, 2020).

Incidents and injuries. The firm has received five reports of the elastic laces breaking and one report of both the elastic laces and the toggle breaking. No injuries have been reported, however.

Product description. The recall includes the Cat & Jack "Himani" and "Jaren" toddlers’ boots in sizes 5 – 12. The boots have an elastic lace with a toggle at the top that can be tightened to keep out snow. The "Himani" boots were sold in navy and pink and the "Jaren" boots were sold in olive, black with multi-colored polka dots, pink with multi-colored polka dots, and navy with rainbows. The product’s item number is printed inside the boot shaft. The list of the recalled product item numbers and their associated product names may be found on the Consumer Product Safety Commission’s (CPSC) website.

The boots were manufactured in China and sold at Target stores nationwide and online at Target.com and Google Express from September 2019 through February 2020, for about $30.

Remedy. Consumers should take the recalled boots away from children immediately and return them to any Target Store for a full refund. If consumers purchased the boots on Target.com, they may contact Target to receive a prepaid return label to return the boots.

Important CPSC Recall Remedy Notice Due to COVID-19. CPSC is advising consumers that because of the extraordinary circumstances surrounding COVID-19, some of the remedies identified in recall notices may not be currently available. Consumers should check with the recalling companies for further details. Moreover, the agency notice reminds consumers that CPSC and the recalling firms urge consumers not to use recalled products.

Customer contact. For more information, customers may contact Target at 800-440-0680 from 7 a.m. to 8 p.m. CT, daily, or online at www.target.com and click on "Recalls" at the bottom of the page, then on "Shoes." Consumers also can click the "Product Recalls" tab on Target’s Facebook page.
