North Carolina sets its 2020 contribution rates

The minimum unemployment tax rate in North Carolina is 0.06%. The maximum tax rate is 5.76%. The base rate is 1.9% and the tax rate for new employers is 1.0%. Unemployment tax rates are computed based on a statutory formula comprised of (1) the employer's base rate and (2) the balance in the Unemployment Insurance Fund as of the computation date, rather than under tax schedules (DES Communication).
