ETA issues three UI Program Letters on the American Rescue Plan Act

On March 26, the U.S. Department of Labor’s Employment and Training Administration (ETA) issued three UI Program Letters on different aspects of the American Rescue Plan Act (ARPA), which was signed earlier in the month. UIPL 15-20, Change 4, provides guidance about the extension of the FPUC and the MEUC programs; UIPL 17-20, Change 3, provides guidance about the changes to the PEUC program; and UIPL 18-20, Change 2, provide the states with instructions for implementing the recent statutory changes to emergency unemployment relief for state and local governmental entities, certain nonprofit organizations, and federally-recognized Indian Tribes.

The ETA asks that the individual State Workforce Administrators provide the information in the UIPLs, as well as their attachments, to appropriate program and staff in state workforce systems as they implement changes to the various programs affected by the ARPA.
