California EDD issues annual statement of benefit charges

By Payroll and Entitlements Editorial Staff

The Employment Development Department (EDD) has issued the annual Statement of Charges to Reserve Account (DE 428T) dated September 4, 2020, covering the period of July 1, 2019, through June 30, 2020. Employers may use EDD’s e-service for Business to view the notice and submit a protest to the benefit charges listed on the DE 428T. For benefit charge information, visit edd.ca.gov/Forms/ to obtain the Information Sheet: Statement of Charges to Reserve Account DE 428T (DE 428I). For information regarding online services, visit EDD’s e-Services for Business FAQ.

Per Assembly Bill 103, tax-rated employers will receive relief from unemployment insurance benefit charges related to COVID-19. Benefits paid between January 27, 2020, and December 26, 2020, will not be charged to the employer’s reserve account. The DE 428T dated September 4, 2020, is only reflecting charges outside of the timeframe established by AB 103 (EDD Tax Branch News #443, 8/4/2020).
