Preliminary Medicaid and CHIP enrollment figures through October 2015

Preliminary October 2015 data from the states indicates that nearly 71.8 million individuals were enrolled in Medicaid and CHIP as of October 2015. This figure represents an 187,958 increase over the number of individuals enrolled as of the end of September 2015. It also means that since October 2013, when the initial marketplace open enrollment period began, over 13.5 million additional individuals have enrolled in Medicaid and CHIP as of October 2015 (October 2015 Monthly Applications, Eligibility Determinations and Enrollment Report, December 30, 2015).

Among states that had implemented the Medicaid expansion offered under section 2001 of the Patient Protection and Affordable Care Act (ACA) (P.L. 111-148), and were covering newly eligible adults in October 2015, Medicaid and CHIP enrollment rose by nearly 31 percent compared to the July through September 2013 baseline period. States that have not expanded Medicaid reported an increase of over 10.2 percent over the same period. These enrollment counts are in addition to the enrollment increases from the nearly 950,000 individuals who gained coverage as a result of the ACA before open enrollment began.

Child enrollment highlights. In the 45 states that reported relevant data for the month of October 2015, more than 29.2 million individuals are enrolled in CHIP or are children enrolled in the Medicaid program. In the 45 states that reported both October 2015 total Medicaid child and CHIP enrollment and total Medicaid and CHIP enrollment data, children enrolled in the Medicaid program and individuals enrolled in CHIP make up nearly 53.2 percent of total Medicaid and CHIP program enrollment.

Application and eligibility highlights. During the month of October 2015, over 2.25 million applications for coverage and financial assistance were submitted at the state level, including nearly 1.7 million received directly by state Medicaid and CHIP agencies and nearly 580,000 received by State-Based Marketplaces. States reported making nearly 2.2 million eligibility determinations for Medicaid and CHIP in October 2015 for individuals applying for coverage. This figure includes all of state Medicaid and CHIP agencies’ determinations for individuals eligible under prior law, as well as through coverage expansions under the ACA. Due to data limitations from states, the number of determinations includes renewals in those states.
