VA Continues Implementation of VAAR Streamlining

A rule proposes to amend the Department of Veterans Affairs Acquisition Regulation. The rule would remove and reserve VAAR Part 505, Publicizing Contract Actions, and revise VAAR Part 849, Termination of Contracts. Specifically, the rule would remove and reserve VAAR Subpart 804.1, add VAAR 804.1303, remove and reserve VAAR Subpart 849.1, revise VAAR 849.504-70, add a new contract clause at VAAR 852.204-70, Personal Identity Verification of Contractor Personnel, and revise VAAR 852.249-70, Terminations for Default—Supplement for Mortuary Services. VA issued the rule in connection with its initiative to amend and update the VAAR in phased increments to revise policy superseded by Federal Acquisition Regulation changes, move internal VA procedural guidance to the VA Acquisition Manual, and incorporate new agency-specific regulations and policies. These changes seek to streamline and align the VAAR with the FAR, remove outdated and duplicative requirements, and reduce burden on contractors. The VAAM incorporates portions of the removed regulations, as well as other internal agency acquisition policy. VA will combine related topics, as appropriate. Comments on this proposed rule are due by April 13, 2020. The text of the rule appears at ¶73,010.37.
