USDA Finalizes Changes to Biobased Procurement Guidelines

The Department of Agriculture has finalized a proposed rule (82 FR 4206) amending the guidelines for designating biobased products for federal procurement (7 CFR Part 3201). The final rule adds 12 product categories composed of intermediate ingredient and feedstock materials within which biobased products will be afforded procurement preference by agencies and contractors. The product categories are: plastic resins; chemicals; paint and coating components; textile processing materials; foams; fibers and fabrics; lubricant components; binders; cleaner components; personal care product components; oils, fats, and waxes; and rubber materials. The rule also contains minimum biobased contents for each of these product categories. In response to comments on the proposed rule, definitions for four categories of products were revised.
