USAID Proposes Revisions to Incentive Awards Programs

The U.S. Agency for International Development proposed to amend its acquisition regulations regarding incentive awards for personal services contracts with individuals. This proposed rule would establish a separate monetary and non-monetary awards program to recognize and reward individual personal services contractors for their contributions to the accomplishment of USAID’s mission, goals, and objectives. The rule will allow USAID to recognize the work of individual PSCs for extraordinary performance of services under their contracts. Because the agency depends on PSCs as part of its workforce for its operations, USAID seeks to recognize and motivate excellence in contract performance. The rule would amend AIDAR Appendices D and J. Comments on the proposed rule, identified by RIN 0412-AA93, are due May 17, 2019. For the text of the rule, see ¶72,100.13.
