USAID Finalizes Changes to Contractor Incentive Award Program

The Agency for International Development has finalized, without change, a proposed rule (¶72,100.13) addressing incentive awards for personal services contractors. The final rule amends AIDAR Appendices D and J to establish a separate monetary and non-monetary awards program to recognize and reward individual PSCs for their contributions to the accomplishment of AID’s mission, goals, and objectives. The rule allows AID to recognize the work of individual PSCs for extraordinary performance of services. Because the agency depends on PSCs as part of its operations workforce, AID seeks to recognize and motivate excellent contract performance. AID received no comments on the proposed rule.
