Rules Would Amend SBA’s SDVOSB and PRIME Program Regulations

The Small Business Administration has issued two proposed rules. One rule (¶70,425.647) removes four Service-Disabled Veteran-Owned Small Business Concern Program regulations. The rule would remove SBA 125.15, SBA 125.16, SBA 125.19, and SBA 125.20. SBA is proposing this change because these regulations are unnecessary or are covered elsewhere. Comments on this rule are due April 6, 2020. The second rule (85 FR 7254) would revise all of SBA’s Program for Investment in Microentrepreneurs regulations at SBA Part 119. The rule proposes to consolidate all of the SBA Part 119 regulations into a single regulation at SBA 119.1. The rule would remove and reserve the remaining regulations at SBA 119.2 through SBA 119.20 because they duplicate identical guidance and requirements already stipulated in the enabling legislation (15 USC 6901, et seq.), the governmentwide grant regulations (2 CFR 200), and the funding opportunity announcements at www.grants.gov. Comments on the second rule are due April 7, 2020.
