Proposed Rule Continues VAAR Streamlining

A proposed rule would amend the Department of Veterans Affairs Acquisition Regulation to revise VAAR Part 817, Special Contracting Methods, and related solicitation provisions and contract clauses in VAAR Part 852. The rule would remove VAAR Subparts 817.1, Multi-year Contracting; 817.2, Options; and 817.4, Leader Company Contracting. In addition, the rule proposes to revise VAAR Subpart 817.5, Interagency Acquisitions, and add new VAAR Subpart 817.70, Undefinitized Contract Actions, and a corresponding contract clause, VAAR 852.217-70, Contract Action Definitization. The VA is updating the VAAR in phased increments to revise policy superseded by Federal Acquisition Regulation changes, move internal VA procedural guidance to the VA Acquisition Manual, and incorporate new agency-specific regulations and policies. These changes seek to streamline and align the VAAR with the FAR, remove outdated and duplicative requirements, and reduce burden on contractors. The VAAM incorporates portions of the removed regulations, as well as other internal agency acquisition policy. VA will combine related topics, as appropriate.
