The Office of Management and Budget has revised its guidance for grants and agreements. The changes to 2 CFR Part 25, 170, and 200, along with new 2 CFR Part 183, reflect the foundational shift outlined in the President’s Management Agenda to set the stage for enhanced result-oriented accountability for grants. According to OMB, the revised guidance reflects the Administration’s focus on improving stewardship and ensuring that the American people receive value for funds spent on grant programs. The revisions address four strategies developed in the PMA, Results-Oriented Accountability for Grants Cross-Agency Priority Goal: implement the grants management standards, establish a robust marketplace of modern solutions, manage risks, and achieve program goals and objectives. The revisions to OMB 200.216 and OMB 200.340 went into effect on August 13, 2020. The remaining changes go into effect on November 12, 2020. For the text of the revised guidance, see ¶70,165.142.
