The National Aeronautics and Space Administration has issued Procurement Notice 20-09, Establishment of NASA FAR Supplement Appendix B – Contract Closeout Procedures. The new appendix provides mitigation strategies and standardizes the closeout process across the NASA Headquarters, Office of Procurement enterprise. It also establishes and safeguards internal controls that will eliminate vulnerabilities against contracts that are not closed as prescribed and unliquidated obligations. Contract closeout is widely known as a perpetual challenge across the federal government. As a result, NASA’s HOP has shifted its focus to creating an enterprise approach that will provide oversight into the contract closeout process and create innovations and improvements related to contract closeout policy, procedures, and metrics across the procurement organization. The NFS changes do not have a significant effect beyond the NASA’s internal operating procedures and do not have a significant cost or administrative impact on contractors or offerors.
