Procurement Notice 20-02 (¶70,049.299) amends the National Aeronautics and Space Administration Federal Acquisition Regulation Supplement at NFS 1801.601, NFS 1801.603-1, and NFS 1802.101 to implement changes regarding the definition and roles of the Head of the Contracting Activity. NASA issued the notice in connection with Phase C of the Office of Procurement and Small Business Programs Mission Support Future Architecture Program. The April 3, 2020, notice applies to all new actions that are not in the review and approval routing process to the HCA. Effective immediately, all Human Exploration and Operations Mission Directorate actions must be routed through the newly appointed HCA. For non-HEOMD actions, contracting officers may continue to route the action to the previous HCA to minimize delay in the review and approval process. COs can also retract actions from the previous approval process and reroute them through the newly appointed HCA. The notice cancels NASA Policy Directive 5101.32E, Procurement, Financial Assistance.
