NASA Clarifies Roles for Approval of Consolidation Requirements

National Aeronautics and Space Administration Procurement Notice 18-16 amends the NASA Federal Acquisition Regulation Supplement to clarify the roles for consolidation of requirements. FAR 7.107-2(a) provides that either the senior procurement executive or chief acquisition officer must make a written determination that consolidation is necessary and justified in accordance with the Small Business Act at 15 USC 657q. In addition, FAR 7.107-2(e)(2)(ii) indicates that the Deputy Secretary or equivalent is the approval authority when the conditions in FAR 7.107-2(e)(1)(i) and (ii) are met. The notice adds new NFS 1807.107-2 and revises NFS 1807.107-70 to clarify who makes the written determination that the consolidation is necessary and justified in accordance with the Small Business Act, and subsequently, the approval authority for requests for consolidation that meet the requirements in FAR 7.107-2(e)(1)(i) and (ii). These revisions to the NFS will clarify to contracting officers who makes the written determination and who is the approval authority for consolidations when the planned course of action meets the requirements in FAR 7.107-2.
