The General Services Administration has adopted as final, without change, an interim rule (¶70,030.114) amending the GSA Acquisition Regulation. The interim rule implemented the Local Preparedness Acquisition Act (PL 110-248), which authorized GSA to open Federal Supply Schedules for use by state and local governments for purchases of alarm and signal systems, facility management systems, firefighting and rescue equipment, law enforcement and security equipment, marine craft and related equipment, special purpose clothing, and related services. The interim rule allowed state and local purchasing under GSA Schedule 84, which includes items such as fire alarm systems, door entry control devices, intrusion detection sensors, bomb detection equipment, perimeter security, and video surveillance systems. GSAR 511.204, GSAR 516.506, GSAR 532.206, GSAR 532.7003, GSAR 538.273, GSAR 538.7000 through GSAR 538.7004, GSAR 546.710, and GSAR 552.238-78 are the affected regulations.
