Final Rule Continues Implementation of VAAR Streamlining

A final rule amends the Department of Veterans Affairs Acquisition Regulation to add coverage in the following areas: Environment, Energy and Water Efficiency, Renewable Energy Technologies, Occupational Safety, and Drug-Free Workplace (VAAR Part 823); Other Socioeconomic Programs (VAAR Part 826); and Contract Modifications (VAAR Part 843). This rule also revises VAAR Part 824, Protection of Privacy and Freedom of Information; amends VAAR 801.106; removes VAAR 836.578; adds solicitation provisions and contract clauses at VAAR 852.223-70, VAAR 852.223-71, and VAAR 852.243-70; and removes the clause at VAAR 852.236-88. A full listing of the regulations impacted by the rule appears in the regulation table below. The VA is updating the VAAR in phased increments to revise policy superseded by Federal Acquisition Regulation changes, move internal VA procedural guidance to the VA Acquisition Manual, and incorporate new agency-specific regulations and policies. This final rule makes only minor formatting and grammatical edits and non-substantive changes to the proposed rule (¶73,010.29).
