EAR Rule Implements 2017 Wassenaar Plenary Agreements

By Government Contracts Editorial Staff

A Bureau of Industry and Security final rule amends the Export Administration Regulations to revise the Commerce Control List (Supplement No. 1 to EAR Part 774) and corresponding EAR provisions. The rule implements changes to the Wassenaar Arrangement List of Dual-Use Goods and Technologies made by participating governments at the December 2017, WA Plenary meeting. The WA advocates implementation of effective export controls on strategic items to improve regional and international security and stability. This rule harmonizes the CCL with the agreements reached at the 2017 Plenary meeting by revising Export Control Classification Numbers controlled for national security reasons in each category of the CCL. The revisions reflect the most recent changes in technologies and conditions. For the text of this final rule, which went into effect on October 24, 2018, see ¶72,750.446.
