The Bureau of Industry and Security has amended the Export Administration Regulations by adding 24 entities to the Entity List (Supplement No. 4 to EAR Part 744). These entities have been added to the Entity List under the destinations of the People’s Republic of China, Iran, Pakistan, Russia, and the United Arab Emirates. BIS made these changes because the End-User Review Committee determined the entities were acting contrary to the national security or foreign policy interests of the United States. The rule further revises five existing Entity List entries under the destinations of France, Iran, Lebanon, Singapore, and the United Kingdom. The effective date of the rule is March 16, 2020.
