DoD Class Deviation Provides Flexibility for Documents, Signatures

In response to the Coronavirus Disease 2019 national emergency, the Department of Defense has issued Class Deviation 2020-O0016, which allows contracting officers to utilize deviations from the Federal Acquisition Regulation and the Defense FAR Supplement to provide flexibility with regard to original documents, manual signatures, seals, and notarization to facilitate certain essential contracting procedures. The deviation applies when obtaining financial protection against losses under contracts pursuant to FAR Part 28, when processing assignment of claims pursuant to FAR Subpart 32.8, and when executing novation agreements and change-of-name agreements under FAR Part 42.
