BIS Rule Adds 17 to the Entity List

A final rule issued by the Bureau of Industry and Security amends the Export Administration Regulations by adding 17 entities, under a total of 19 entries, to the Entity List (Supplement No. 4 to EAR Part 744). These entities will be listed under the destinations of Armenia, Belgium, Canada, the People’s Republic of China, Georgia, Hong Kong, Malaysia, the Netherlands, Russia, the United Arab Emirates, and the United Kingdom. BIS made these changes because the End-User Review Committee determined the entities were acting contrary to the national security or foreign policy interests of the United States. This rule also modifies 23 Entity List entries under the destinations of China, Hong Kong, and Russia. Finally, the rule removes a total of three entities under China and U.A.E.
