BIS Implements Wassenaar Arrangement Plenary Meeting Changes

A final rule issued by the Bureau of Industry and Security amends the Commerce Control List (Supplement No. 1 to EAR Part 774) and other sections of the Export Administration Regulations to implement changes to the Wassenaar Arrangement List of Dual-Use Goods and Technologies and Munitions List made at the December 2018 WA Plenary meeting. These lists are maintained by the governments participating in the WA on Export Controls for Conventional Arms and Dual-Use Goods and Technologies. A May 23, 2019, final EAR rule (¶72,750.453) implemented certain new controls on emerging technologies, as decided at the 2018 Plenary meeting. This new rule harmonizes the CCL with the remaining decisions reached at the 2018 meeting by revising Export Control Classification Numbers controlled for national security reasons in each CCL category, except Category 4. The rule also adjusts license exception eligibility for national security-controlled items, revises reporting requirements, and makes other associated changes.
