Patricia I. Carter, J.D., is a recognized expert on HIPAA and other federal and state privacy laws. Ms. Carter is Senior Counsel for a large integrated not-for-profit health system, which includes hospitals, medical and dental clinics, online health services, wellness programs, health insurance plans, and a third-party administrator of self-funded health plans. As in-house counsel, Ms. Carter advises the health system on complex privacy, security, and data exchange issues in connection with both health plan and healthcare delivery activities.
Ms. Carter has been a frequent speaker and writer on HIPAA privacy and security topics since 1998.
Ms. Carter was previously a partner with a large law firm in Minneapolis, Minnesota. She earned her J.D., magna cum laude, from Hamline University School of Law and her B.A., magna cum laude, from the University of Minnesota. Prior to becoming an attorney, Ms. Carter had a successful 14-year career in health plan administration, including 10 years as an information systems manager, trainer, and consultant for health plan administrators.
