Douglas W. Baruch, an expert on the Civil False Claims Act and its unique qui tam enforcement mechanism, is the co-author of Civil False Claims and Qui Tam Actions (Wolters Kluwer Law & Business 5th ed.), a comprehensive, two-volume treatise on the federal False Claims Act (FCA), along with a survey and analysis of state “false claims” laws.  The treatise covers the history of the False Claims Act, its liability provisions, and an extensive review of practices and procedures relevant to qui tam enforcement and litigation.  This book is cited as authority by courts at all levels-including the United States Supreme Court, virtually every federal circuit and district court, and many state courts.

Douglas Baruch is a litigation partner at Morgan, Lewis & Bockius LLP.  Doug represents corporations and individuals in a variety of complex civil and criminal litigation matters, ranging from internal and government investigations to federal and state court litigation and appeals, with an emphasis on cases arising under the False Claims Act (FCA) and Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA). He represents clients across the ever-widening spectrum of industries that are targeted for civil fraud enforcement by federal, state, and private parties (qui tam relators), including government contractors, aerospace and defense businesses, financial institutions, and healthcare institutions.  Doug also has extensive international arbitration experience, acting as counsel to domestic and foreign corporations in a variety of International Chamber of Commerce and ad hoc arbitrations.
