Charles Mills is a partner with Steptoe & Johnson LLP in Washington, DC. He is a member of the firm’s Financial Services and Energy practice groups. For over 30 years he has represented and counseled clients in enforcement and regulatory matters before the Commodity Futures Trading Commission, the Federal Energy Regulatory Commission, the Securities and Exchange Commission, the derivatives and securities self-regulatory organizations, and the federal courts. Mr. Mills is a former Chair of the American Bar Association’s Derivatives and Futures Law Committee and has long been a member of the New York City Bar's Committee on Futures and Derivatives Regulation. Mr. Mills is a frequent speaker at law conferences and has written widely on derivatives and securities law, including co-authoring the 2017 and 2018 Cumulative Supplements of Derivatives Regulation (Wolters Kluwer L&R, U.S.), Broker-Dealer Regulation (PLI, 2017), and The Securities Enforcement Manual (ABA, 2007). He is a member of the Board of Editors of the Futures & Derivatives Law Report (Thompson Reuters). From 1994 to 2015, Mr. Mills taught courses in derivatives regulation and securities law as an adjunct professor at Georgetown University Law Center.
