Amorette (Amy) Nelson Bryant has worked in the payroll profession since 1982 as a payroll manager for 17 years and now as a garnishment consultant, author, and speaker. Her client assignments vary from managing and developing procedures for conversion of garnishments from one system to another for private companies and service providers, providing written materials for an organization's garnishment personnel, and researching and documenting issues and regulatory changes in addition to writing specifications for software vendors, to providing in-house training sessions for employees on the administration of garnishment orders.
Amy has used her expertise to help implement child support policy on both the federal and state levels. Representing employers, Amy worked with the Federal Office of Child Support Enforcement to design a standardized withholding order and participated on the committee reviewing changes for the 2007 version. She is a member of the committee that developed criteria for a standardized electronic withholding order. She was a member of the planning committee and participant of the first Child Support Employer Symposium. She provided input for the Federal Parent Locator Service, which utilizes the information employers report on new hires to locate noncustodial parents. Amy was also a consultant to the National Council of Commissioners on Uniform State Laws when the Uniform Interstate Family Support Act of 1996 (UIFSA) was written. She served on two committees with the Texas Attorney General's Office, Division of Child Support Enforcement.
Amy is also active in the payroll community. As a long-time member of the American Payroll Association (APA), she serves on a number of subcommittees, was a co-founder of the Portland, Oregon, Chapter and has held numerous offices, including President of the Houston Chapter. Amy is a former chair of the APA Government Affairs Task Force Child Support Subcommittee and the Large Employer Task Force Legislative Subcommittee. In addition to remaining a member of those subcommittees, Amy serves on the APA Automated Clearing House (ACH) Committee and answers payroll professionals' questions on the APA listserv.
Amy has conducted garnishment workshops for the APA Congress, as well as regional conferences and local chapters, and software payroll user groups. She also conducts audio conferences on various aspects of garnishments and child support.
She is a contributing author of Payroll Answer Book and Quick Reference to Payroll Compliance, both of which are also published by Wolters Kluwer. Amy is a co-author of the Federal Office of Child Support Enforcement's The Employer's Desk Guide to Child Support and has written articles for APA publications, Research Institute of America (RIA), and the National Child Support Enforcement Association.
